In the game it binds its members to non-aggression and mutual defence.

The Children of Eden, the Harbor Coalition and the Helios Covenant keep their doors open to anyone in mortal danger. They share food, medicine and berths so that no single port is overwhelmed, and they stand together against any who strike at one of them.

Charter

The Children of Eden nearly starved in the crossing when their growing decks went sterile.
The Harbor Coalition was made between the stars, from ships that each had too little until they shared.
The Helios Covenant holds that Sol was humanity's first creation and Epsilon is the second.
Each learned the same lesson in a different dark.
When a settlement is failing, it calls one of us.
Now it calls all of us.
We answer together, and we ask nothing back.

Common Ground

  • Mercy without price. All three feed, treat and shelter anyone in mortal danger and take nothing for it.
  • Food as a shield. Each works so that small settlements grow their own food and cannot be starved into submission.
  • No masters. None of us is sworn to DAED or CHRT, and none claims ownership over the people it saves.
  • A living world. Each holds that Epsilon Terra must be cared for and never consumed as Earth was.
  • The missing ships. Each still searches for Exodus vessels that never arrived.

Common Goals

  1. Share the load. Pool food, medicine and berths across Greenhaven, Breakwater Station, Second Dawn Station and New Jericho so no single port is overwhelmed.
  2. Win rescue neutrality. Seek recognition from every faction that medical craft, rescue ships, distress beacons, food shipments and refuges are neutral.
  3. Seed every settlement. Give seeds, soil cultures, training and medicine until small communities stand on their own.
  4. Find the lost. Share listening, records and search effort for the Continuity Initiative vessels, the missing Harbor ships and the lost Exodus passengers.

Articles

  1. No member raises arms against another.
  2. An attack on one member is an attack on all.
  3. Aid carries no conditions. No member makes food, seed, medicine or a berth depend on a settlement taking its rules, its faith or its allegiance. Counsel may be offered. It is never required.
  4. Help ends in independence. Aid given under this federation aims to leave a settlement able to feed and heal itself. A member that sees a settlement coming to depend on any one of us raises it in council.
  5. Quarantine is shared. Members screen arrivals for disease and report contagion openly. Where EDEN warns that Earth and native organisms must be kept apart, all members honour the warning. No sick person is turned away; they are treated in quarantine.
  6. The garden stays open. Where EDEN protects an ecological region, it states why and for how long, and Harbor and the Covenant respect the boundary. No protected region becomes a reason to refuse refuge to anyone in mortal danger.
  7. No door closes alone. A member that reaches the limit of what it can absorb tells the others, and the others take the overflow before anyone is turned away.
